Local Development Plan

The Local Development Plan (LDP) sets out how and where land and property will be used and where development will take place. Planning applications are assessed against the LDP.

Local Development Plan 2 (LDP2)

The Local Development Plan 2 (LDP2) was adopted by Dumfries and Galloway on 3 October 2019. The Scottish Government adopted the National Planning Framework 4 (NPF4) on 13 February 2023.

All planning applications are assessed against LDP2 and NPF4. 

NPF4, as the most recent plan, takes priority, if policies in LDP2 and its associated supplementary guidance contradict policies in NPF4.

The LDP2 action programme sets out how the policies and proposals set out in LDP2 are being delivered.

Indicative Regional Spatial Strategy (IRSS)

We have produced an IRSS for the south of Scotland, made up of the local authority areas of Dumfries and Galloway and the Scottish Borders. The Scottish Government encouraged planning authorities to develop an IRSS for their area, to inform the review of the National Planning Framework (NPF4). 

The IRSS identifies the development priorities we wish to see taken forward, with enhanced status in planning and investment decision making within the south of Scotland.
