Social landlords and housing associations can buy properties through the open market, or in response to enquiries from owners looking to sell their property.
These properties will normally be ex-council, but they will also consider other properties.
This forms part of the National Acquisition Programme – Scottish Government.
Properties that will be considered
A property will be considered if it meets at least one of the following criteria:
- to resolve a homeless situation or to prevent homelessness
- there is demand for the type and size of property in that area
- the combined cost of buying and bringing it up to letting standards would represent value for money
Properties where tenants must leave to allow a sale cannot be considered.
Properties that will be considered include:
- properties that are on or off the open market and have vacant possession
- properties where an owner occupier cannot afford the required maintenance or refurbishment of their home and therefore wishes to sell and remain in the home as a tenant in the social rented sector
- newly completed properties where developers are selling them 'off the shelf' for a fixed price
- properties where landlords are leaving the private rented sector with a tenant in situ – this must meet a clear strategic purpose and where the tenant is at risk of homelessness
